La seguridad educativa en Argentina: políticas, gobernanza y gestión integral del riesgo. Obstáculos, facilitadores y desafíos actuales
Abstract
This article examines the development and challenges of educational safety in Argentina from a
comprehensive, systemic, and resilient perspective. It conceptualizes safety as an essential dimension of
the right to education, intrinsically linked to the physical, psychosocial, and environmental well-being
of school communities. Based on Argentina’s legal framework (Law 27.287 on Comprehensive Risk
Management, Law 26.206 on National Education, Law 26.657 on Mental Health, and occupational
health and safety regulations), the article analyzes the evolution of public policies, inter-institutional
governance, and preventive pedagogical strategies. It identifies structural obstacles (regulatory
fragmentation, limited resources, weak intersectoral planning) and enabling factors (legal frameworks,
territorial cooperation, and institutional learning networks). The paper addresses risk prevention across
formal and non-formal educational dimensions and outlines strategic actions to strengthen a national
culture of educational safety grounded in participation, resilience, and collective care.
