DIVISIÓN INTERNACIONAL DEL TRABAJO Y DISTRIBUCIÓN GEOGRÁFICA DEL BIENESTAR: UNA NUEVA APROXIMACIÓN METODOLÓGICA

Resumen

Desde mediados de los años ’40, con el Acuerdo General sobre Aranceles Aduaneros
y Comercio (AGAC o GATT, por sus siglas en inglés) y, más intensamente, a partir de la creación de la Organización Mundial del Comercio (OMC) en 1995, los países desarrollados han promovido una nueva tendencia globalizadora en materia de
apertura comercial y liberalización financiera. Con el apoyo de la (débil, pero, profusamente difundida) hipótesis del libre comercio como instrumento clave para el
progreso colectivo paretiano (siempre que la división internacional del trabajo se
realice sobre la base de las ventajas comparativas ricardianas), las potencias industriales han construido un exitoso aparato represivo de los intentos desarrollistas
de las economías emergentes (constituido, predominantemente, por las normativas
instituidas por el Banco Mundial, la OMC y el Fondo Monetario Internacional). En este contexto general, el objetivo del presente estudio es doble. Por un lado, intenta contribuir al análisis del doble estándar con el cual Estados Unidos y los países
líderes de la Comunidad Económica Europea intentan administrar las políticas comerciales a escala global. Por el otro, busca introducir una nueva metodología
para el análisis del impacto de la división internacional del trabajo sobre la distribución geográfica del bienestar, trabajando para ello con una novedosa base de
datos de valor agregado sectorial embebido en las exportaciones, y una estimación
econométrica en 3 etapas que incluye la utilización de un nuevo software para la
selección automática de modelos alternativos (GSREG).
