Crime Prevention and Multiagency: The role of the Municipalidad de Rosario in the intervention of the Grandoli and Gutiérrez neighborhood during the years 2020-2022

Abstract

In Argentina, the problem of public security has been consolidated in the public agenda since the end of the twentieth century, being part of the social concern and a strong presence of the subject in the political discussion. In this sense, the high levels recorded in victimization surveys demonstrate the need for governments to provide answers to their citizens, generally without the necessary human and material resources, and without the competences. For example, the Constitution of the Provincia de Santa Fe grants the leadership and competences of the preventive police security system to the Governor, which motivates an exculpatory response from the different local governments when dealing with criminal problems. The traditionalist vision that associates public security with police intervention has two problems: it disables a whole field of multidisciplinary and multiagency actions that can influence the factors that promote the commission of illegal acts, and it allows a de-responsibility of the local governments. This article aims to describe the role, through its action and participation, of the Municipality of Rosario in the “Plan Integral de Abordaje de las Violencias en el barrio Grandoli-Gutiérrez 2020-2022” in order to effectively observe the state capacities of local governments in Santa Fe related to the issue of public security
