Abstract
In recent years, the world agenda on tourism
and sustainable development has intensified,
especially just a few years before the deadline
for the 2030 agenda of the Millennium Goals.
Since 1995, at the Lanzarote-Spain Summit, the
World Conference on Sustainable Tourism (ST)
was held, a space where the World Charter for
Sustainable Tourism was approved. In response
to the processes of progress in responsible
tourism, the World Tourism Organization
(UNWTO) approved the Global Code of Ethics for
Tourism in 1999, emphasizing accessible tourism
and universal human rights to the enjoyment of
tourism as a factor determinant of quality of life.
The last of the living drafters of the Universal
Declaration of Human Rights, Dr. Stéphane
Hessel, calls for peaceful insurrection, to claim the

right to indignation. Other intellectuals
join the warnings about the plot of sustainable
development and tourism, identifying
contradictory and even reckless logics, related to
the care of nature, society and the tourist activity
itself.
